To automatically add a contents block to every page in a space, use the Table of Contents option in the Refined Themes site.

In some individual cases, you can use the Table of Contents macro in the Confluence Cloud site. You have to add it on an individual page; it builds the page outline from headings and can replace the need for manual anchors.
